| Project Objective | The objective of this project as part of the EU’s TACIS programme is to support the Russian Federation in creating the necessary legal, institutional, methodological, technical and technological framework for securing the implementation of government policy on land and property relations. |
| Services provided |
- Review of current land legislation, i.e. the Land Code and the Law on Turnover of Farm Land;
- Establishment of guiding principles for the allocation of ownership rights for formerly state-owned real estate to the different administrative levels of the Russian Federation;
- Supporting the implementation of modern systems and strategies for managing public property;
- Support of an institution building process for the management of public property;
- Implementation of valuation methods used for determining lease and sales prices for real estate (esp. in rural areas) as well as for taxation purposes;
- Review of laws and law drafts on land valuation, servitude rights and rights of way;
- Development of property management tools for increasing transparency in land transactions, property relations, lease and servitude rights;
- Supporting the development of mortgage markets.
