| Project Objective | The objective of this Twinning Light Project was to support the development of the Lithuanian land market by proposing an institutional, organisational and legal framework for the handling of state owned and state managed land. |

- Review of the present legal, organisational and institutional framework for land relations and administration in order to identify weaknesses and formulate recommendations for the development of a functional and transparent land market;
- Analysis of the role and competencies of individual governmental and non-governmental bodies involved in the process of managing state owned agricultural land;
- Development of a strategy for land distribution and privatisation of state owned land that aims at supporting the development of economically viable agricultural businesses;
- Definition of principles and procedures for the conclusion and management of sales and lease contracts;
- Recommendations for an institutional, organisational and technical framework for the practical implementation of a nation-wide lease and sales programme.
